The Site Quality Manager is responsible for the overall Quality Control/Quality Assurance of the project and is responsible for supporting the URS Flint Project and Construction Management team in the successful planning and completion of major projects. This includes planning support, shift coverage and support in developing and maintaining a strong working relationship with the Owner’s Construction Management Team and URS Flint Management Teams. Delivering on the contractual commitments, quality plan deliverables, inspection and testing of all systems and installations, and financial targets for the Project. Provide daily leadership to the Quality project team employees, supporting the development and execution of project specific functional plans as part of the construction execution plan, and, measurement and reporting of Key Performance Indicators (KPIs). The Site Quality Manager is responsible for leading the successful Quality planning, execution, turnover and close out of the project.
• Coach and mentor the Quality project team staff, providing daily leadership to the team. • Ensure Quality project team employees are following and adhering to the Quality Management System (QMS), processes, procedures and project specific quality expectations applicable to the group. • In collaboration with Functional Management, participate in the recruitment and selection of staff, ensure staffing plans are developed and functional coverage is maintained for the Project. • Review and approve any shift changes and holiday requests. • In collaboration with the Functional Management, manage the manpower loading requirements by reviewing the bi-weekly manpower forecast and prioritizing Quality resource loading based on project requirements. • Ensure all newly hired Quality project team employees have completed the training assessments and personal development plans • In collaboration with Functional Management, align the Quality project group to the Managed Transfer Process, and be directly involved with the team’s progression opportunities. • Perform or oversee Performance Management reviews on direct reports to enhance employee development. • Provide leadership in the Safety Management System (SMS) within the Quality project team. Lead safety meetings and participate in regular site safety inspections. • Work with the Project team to finalize project schedule and conduct regular reviews and updates to the schedule based on quality project progress and change. • Work with the URS Flint Project and Construction Management team, and, the client to finalize the system turnover and close out plan, identifying roles and responsibilities, schedule and deliverables for the URS Flint and client teams. Provide regular update reports on progressive turnover status. • In collaboration with URS Flint Project and Construction Management, ensure all employees are in compliance and alignment with the URS Flint Quality Management System (QMS), contractual Quality obligations, specification obligations and Construction Quality Plan requirements. • Finalize and review all Inspection and Test Plans (ITP’s) with the Project Team to ensure completeness and clarity of responsibilities. Conduct regular reviews of the Inspection and Test Plan based on quality project progress and change. • In collaboration with Supply Chain, review and approve Subcontractor Quality documentation & project Quality plan. Oversee the development of a file management system for Subcontractor project documentation. • Develop and review Quality performance indicators or metrics on a shift basis and as part of any regular project review. Provide input and take action where required to meet or beat project quality targets. • Develop, update and review all changes to the URS Flint Quality Management System (QMS), procedures and work instructions as per the client recommendations and ensuring the client project deliverables are met. Ensure changes to the documents are reviewed and approved by the Client and the Construction Management team. • Participate in functional internal audits as per the project Attest Schedule. Ensuring audit results are communicated to the project team employees and audit deficiencies are resolved and closed in a timely and accurate manner. • Oversee the accurate Completion, approval and timely submission of required forms and inspection reports (including, but not limited to jurisdictional AB-40, AB-81 & AB-83’s; Custody of Transfer Forms, customer specific project forms). • Review and ensure Nonconformance Reports (NCR's), Corrective Action Reports (CAR's), Preventative Action Reports (PAR's), and Request for Information (RFI's) are logged and addressed in a timely manner. Review the effectiveness of proposed disposition and recommend improvement. • Review and approve Quality Surveillance Reports (QSR's). • Coach and mentor the Quality project team staff, providing regular communication to the team. • Attend and participate in meetings, representing the Quality & Technical Services function on issues of quality control & quality assurance, turnover and project close out, construction progress, client requirements and direct reports [or any other meetings as required by the client or URS Flint Project and Construction Management]. • Communicate with URS Flint Project and Construction Management or Line VP to establish, and execute on quality project priorities as they apply to the Divisional Strategy and Client Contract. • Communicate effectively with all departments and levels of the URS Flint organization, subcontractors and the client. • Endorse and support effective reciprocal information exchange. • Communicate regularly [minimum weekly] with the Corporate Quality Manager. • Complete, approve and/or submit documents in a timely and accurate manner to the appropriate departments or projects (including but not limited to, timesheets and expense reports) • Post, review and print any required information from FCMS which pertains to current task, responsibilities and projects. **This position is posted as an Expression of Interest**

• Knowledgeable with International codes and standards: CSA C22.1 (CEC) CSA B51 CSA W47.1, W59 CSA 23.1 to 23.4 ASME B 31.3, B31.3, CSA Z 662, AP1 570 ASME l, ll, V, Vlll,lX API 510, 650/653, 686
• Knowledgeable on Alberta Safety Codes Act and the Alberta Provincial Regulatory Authority (ABSA) requirements. • Knowledge of ISO 9001:2008 is considered an asset • Supervision; Approximate number of Direct Reports (up to) 5 and Indirect Reports (up to) 60
Education and Experience:
a) Formal Education:
• Minimum of College Diploma/Certification required. • Technical Engineering Diploma or equivalent from a recognized association or institute • University Education within Engineering or equivalent • An equivalent combination of education and related experience may be considered where appropriate
b) Professional Designation:
• Professional Designation preferred • Engineering Technology, Professional Engineer or equivalent • CWB Welding Inspector Level 2 or Level 3 Certification • API 510 Certified Pressure Vessel Inspector • API 570 Certified Pipework Inspector • CGSB Level 2 (PT/MT)
c) Experience: . • Minimum of 7 – 10 years’ experience required (a combination of quality control, quality assurance, operations, construction or project experience preferred). • Experience within heavy industrial or commercial construction. • Supervisory or Management Experience required. • Project Management, Project Control or Project Planning experience would be considered an asset
